A power outage in the heart of Philadelphia crippled several high-rise businesses on Thursday, forcing rescuers to extract people stranded in elevators.

The outage happened shortly before 4 p.m. and affected about 400 businesses and other buildings between 17th and 23rd Streets between Walnut and Chestnut. Power was restored in about one hour.

The outage came at the start of rush hour. Firefighters completed the elevator rescues around 4:30 p.m.

PECO says the outage was related to a cable buried near Walnut and Chestnut.
